Residential zone parking
Here you can apply for a housing zone agreement: Digital application form . If there is a change in the agreement (such as a car exchange) , log in to your customer profile . From 02.01.26, housing zone agreements will be applied for in a new system that is more self-service. More information will be available as it gets closer.

How does residential zone parking work?
A residential zone agreement is a voluntary arrangement where you can purchase access to park on a public road within your residential zone. The agreement gives you the opportunity to park in the zone, but it does not give you the right to a permanent parking space.
The agreement must be paid for in advance, and it is your responsibility as the holder to ensure that you have a valid agreement before parking your vehicle in the zone.
A residential zoning agreement does not repeal traffic rules or other parking regulations in the area, for example in paid spaces, on street parking lots or where there is a stopping or parking ban.
If the car is separated, the residential zone agreement is not valid.
Who can buy a residential zone agreement?
Residents and businesses in buildings that were approved before the Building Act of 1965 came into force.
Permanent residents who are registered in the population register.
P-Cards are only issued to passenger cars and vans up to 3500kg.
The vehicle must be registered to the applicant and the vehicle registration document must have the applicant's name and address. Exceptions may be granted if the applicant submits a dated rental or leasing contract from a rental/leasing company or company car. The vehicle may also be registered to a parent.
Temporary residents: Students who can provide confirmation of tenancy in the zone and student certificate/paid semester fee. Commuters with a rental contract and confirmation from their employer/work office.
Businesses may be granted a residential zone agreement on a needs assessment basis. Applications must be submitted together with documentation showing that there is a real need for a residential zone agreement. Agreements can be purchased in the residential zones except zone 01 and the ABC quarter in zone 08. The company must be registered in the Brønnøysund register.
What time of day does the residential zone parking apply?
Residential zone parking applies from 8:00 AM to 6:00 PM on weekdays, and 8:00 AM to 4:00 PM on Saturdays. Outside these times, the usual traffic rules and posted signs in the area apply, and everyone must follow these when parking.
Where do visitors park?
Short-term visitors are referred to any paid parking spaces with a payment machine, or route-regulated parking spaces with a stated maximum time, indicated by signs. Some of the residential zones have 2 hours of free parking, which is indicated on the main sign at the entrance to the relevant residential zone. Visitors can purchase a day pass in the EasyPark application with tariff group 5736 .

What you need to know about residential zone agreements:
The residential zone agreement must be paid in advance.
Change of address/movement must be reported to Stavanger Parkering.
Residential zone parking is electronic.
In case of changes to the agreement, such as a car exchange, log in to your customer profile https://pportal.cowisys.no/stavanger or contact us by phone at 51507672 (09:00 – 14:30). Written notification will not be accepted. Vehicles without a valid residential zone agreement must be parked in another legal place until the agreement has been changed.

The residential zone agreement can be revoked and made invalid if it
