How does residential zone parking work?

The zone is indicated by sign 376, which indicates the boundary of the area where special provisions apply to the parking or stopping of vehicles. The special regulations that apply are indicated by symbols and text on the sign. The listed times indicate the period to which the provisions apply. If no time limit is specified, the regulations apply every day, 24 hours a day. Sign 376 applies until it is repealed by sign 378 "End of parking zone" (see Map for residential zone areas).

For certain stretches of road (route regulation) or areas within the zone, different provisions on parking or stopping may be stipulated by signs. Residential zone agreements do not cancel the traffic rules or other parking regulations in the zone, e.g. at chargeable spaces, on street corners and where stopping or parking is prohibited.

If the car is dismantled, the residential zone agreement is not valid.

Who can buy a residential zone agreement?

Residents and businesses in buildings that were approved before the Building Act of 1965 came into force.

Permanent residents who are registered in the population register.
P-Cards are only issued to passenger cars and vans up to 3500kg.
The vehicle must be registered to the applicant and the vehicle registration document must have the applicant's name and address. Exceptions may be granted if the applicant submits a dated rental or leasing contract from a rental/leasing company or company car. The vehicle may also be registered to a parent.
Temporary residents: Students who can provide confirmation of tenancy in the zone and student certificate/paid semester fee. Commuters with a rental contract and confirmation from their employer/work office.
Businesses may be granted a residential zone agreement on a needs assessment basis. Applications must be submitted together with documentation showing that there is a real need for a residential zone agreement. Agreements can be purchased in the residential zones except zone 01 and the ABC quarter in zone 08. The company must be registered in the Brønnøysund register.

What time of day does the residential zone parking apply?

Times will vary in the individual zones, see the zone sign or check the map for the individual area. Drivers must be aware that changes to zones and traffic regulations may occur. This is indicated by posted and uncovered signs.

Where do visitors park?

Short-term visitors are referred to any pay-and-display parking lots with payment machines, or road-regulated parking lots with stated maximum time, indicated by signs. Some of the residential zones have 2 hours free parking, which is indicated on the main sign at the entrance to the relevant residential zone. Long-term visitors can buy a guest card in the EasyPark application with tariff group 5736.

What you need to know about residential zone agreements:

Minimum sale of residential zone agreement is 3 months.
If a residential zone agreement is purchased for periods from 6 months to 1 year, a payment request can be sent for the next period. When the payment is registered in our bank account, the residential zone agreement is valid.
If you have not received a new payment request within 5 working days before the validity period expires, you must contact our User Center.
The residential zone agreement must be paid in advance.
In the event of termination of an agreement with a remaining validity of more than one month, the amount will be refunded.
Change of address/movement must be reported to Stavanger Parkering.
In the event of a change to the agreement, such as a car change, log in to your customer profile at https://pportal.cowisys.no/stavanger or contact us by phone at 51507672 (07:40-12:00 and 14:00-15:00). Written notification is not accepted. Vehicles without a valid residential zone agreement must be parked in another legal space until the agreement is changed.
Residential zone parking is electronic.

Residential zone parking is an important tool for maintain a good residential environment in the city centers. In many areas, parking has become a major problem for traffic safety, the environment and accessibility. Many people park on streets and pavements and dangerous situations can arise. In many streets, it is difficult for public agencies to get through for emergency services, refuse collection and snow clearing.

The purpose of residential zone parking is to ensure the best possible accessibility to public parking spaces within a defined area. Most residents residents will find that residential zone parking means more orderly parking and a more pleasant living environment. The scheme gives residents special benefits in terms of parking on residential streets.

Abuse of residential zone agreement

The residential zone agreement can be revoked and made invalid if it the agreement has been awarded on the basis of incorrect information.
