Complaint about penalties
Anyone who is subject to a parking fee and control sanction may appeal pursuant to the Parking Regulations or Regulations on public parking fees. Additional fees can be appealed pursuant to the regulations on fees for the use of studded tires and additional fees.
For violations of the conditions for parking, a control sanction of NOK 330, 660, or 990 can be imposed. The regulations can be found here.
A surcharge of NOK 750 may be imposed for violation of the regulations on fees for the use of studded tires. The regulation can be found here.
What is Control Sanction?
A control sanction may be imposed if the vehicle is parked in violation of the conditions for parking indicated by posted signs. This may be as a result of non-payment, expired parking time, lack of parking permit, incorrect placement of vehicles, and other violations of the provisions of the parking regulations. The size of the control sanction is based on the degree of violation:
- NOK 330: violation of parking for guests/customers/visitors and violation of the documentation obligation for time-limited spaces.
- NOK 660: expired ticket, missing ticket, missing parking certificate etc.
- NOK 990: Reserved for disabled persons and similar.
Who can complain?
As an owner or driver, you have the right to appeal against a fee, surcharge, inspection sanction or immobilization, if you believe the imposition is incorrect. In addition, you can apply for remission for "special reasons". Please note, however, that the payment deadline for imposed fees must be met, even if you appeal.
Driver's duties
As a driver, you are obliged to have knowledge of the parking regulations (the Road Traffic Act, traffic rules, parking regulations and sign regulations). The driver also has a strict duty of care, and must observe signs that are posted.
Claim deadline
You must file an appeal within three weeks of receiving the fine. After the appeal deadline, the appeal can only be processed if you cannot be blamed for the delay or if, for very special reasons, it is reasonable for the appeal to be processed anyway.
"Just had to"
The following "excuses" will normally not succeed:
It was full everywhere so I couldn't find anywhere else.
I had gone to change.
I had forgotten to present my parking card.
I was only gone for 2 minutes.
I thought I had parked correctly, but I was wrong.
I thought I could park at a machine in the residential zone without paying when I have a residential zone card.
The doctor's visit, dentist, meeting etc. took longer than I thought.
I had lent the car to a friend and he has promised to pay.
