From October 1, 2025, a parking fee will be introduced for improper parking of electric scooters in the municipality of Stavanger.
What does the scheme entail?
- The fee is set at 900 kroner per incorrectly parked e-scooter.
- Enforcement will be carried out by Stavanger Parking's traffic officers throughout the municipality, including the city center.
- The fee is first imposed on the rental companies (in Stavanger it is Voi and Ryde) and can be invoiced to the user who parked the bike incorrectly.
Why this measure?
- Improperly parked electric scooters create obstacles for pedestrians, strollers, people in wheelchairs and other traffic in the city.
- The goal is to ensure tidy conditions in the urban space and better accessibility, especially in the city center.
Who gets the fee?
- When the traffic officer discovers an incorrectly parked electric scooter, a photo is taken and the position is recorded.
- Because the rental companies own the bikes, the fine will be sent to them, and they will pass it on to the user.
- Rental companies can show in their apps where parking is allowed or not, and they have a history of the last rental period to identify the user.
How to avoid fees – this is how you should park
- Park so that the electric scooter does not block sidewalks, pedestrian crossings, guide lines, cycle paths or access for other road users.
- Use marked parking spaces for electric scooters where available — you can find these in the rental companies' apps and via signs in the city.
- Avoid parking your bicycle at an angle or far out into the street if it could obstruct traffic.
- Keep an eye on the rental company's app: areas are often marked as "no parking" where termination of rental is not allowed.
