Parking permit for people with mobility impairments

Parking permits for people with mobility impairments are intended to make it easier to park near their destination for people with significant mobility difficulties and a documented need for parking assistance.

Before you apply

To obtain a parking permit, you must have both severely reduced walking function and a documented need to park close to your destination. It is not the diagnosis alone that determines whether you can obtain a permit.

You will normally not be granted permission if:

• You can walk normal distances without major problems.
  You need to close the vehicle door all the way to get out of the car.
• You have difficulty carrying goods, but can otherwise walk.
• You don't need to park closer than normal parking spaces allow.

Who can apply?

You can apply for a parking permit for people with mobility disabilities in the municipality where you live. The permit can be granted to either the driver or a passenger who meets the requirements in the regulations on parking permits for people with mobility disabilities.

You can apply for a parking permit if both of these conditions are met:

1. You have severely reduced walking ability.
   • You cannot walk, or have great difficulty walking even short distances.
   • This must be documented by a doctor.
2. You have a real need to park close to your destination
   • Due to your mobility impairment, you have difficulty using regular parking spaces.
   • You must provide specific addresses where you need to park, for example at home, work, treatment, activities or other places you visit regularly.

Are you looking for a driver?

You must:

• have a valid driver's license (the doctor must confirm this in the medical certificate and we must receive a copy of the driver's license)
• drive the car yourself
• fulfill the two basic conditions

Are you applying as a passenger?

You must:

• fulfill the two basic conditions
• need regular assistance outside the car
• unable to wait alone while the driver parks (This must be documented in the medical certificate)

What do you need to document to get a parking permit?

To obtain a parking permit, it is usually not enough to have impaired walking ability. You must also document that you have a special need to park near specific places where normal parking facilities are not sufficient. This can be, for example, at your home, workplace, doctor, hospital, treatment facilities, shops or in connection with necessary errands and activities such as cinema, theatre, concerts and the like. It is important to state specific places with addresses in the application.

Important to remember

A parking permit for people with reduced mobility is not a general support scheme. It is only granted to people who have both severely reduced mobility and a documented need for parking facilities.

You must keep track of when your parking permit expires. If you still need the parking permit, you should submit a new application approximately two months before the expiration date .

Frequently asked questions

• Can others use my card? No. The card is personal.
• What do I do if I lose my card? Contact Stavanger Parkeringsselskap KF. It must also be reported to the police so that we can issue a new one.
• When should I apply for a new parking permit? Approximately two months before the permit expires.
• Do I have to provide specific locations I visit? Yes. You must describe where you need to park near your destination, such as at home, work, treatment, shops or leisure activities. Always provide specific addresses.
• Can I get a parking permit because I have a specific diagnosis? No. It is not the diagnosis alone that determines whether you can get a parking permit. We assess the extent of your mobility impairment and whether you have a real need to park close to your destination.
• What happens if my application is missing information? If we need more information or documents, we will contact you. This may result in a longer processing time.
• Can I park for free everywhere with the parking permit? No. The permit does not automatically give you free parking everywhere. Private parking areas may have their own rules and conditions. You must always follow the applicable signage.

A parking permit for people with mobility impairments gives you the right to park:

• In parking spaces reserved for people with mobility impairments (HC spaces).
• Free in paid municipal parking lots.
• Up to twice as long in parking spaces with a time limit of 30 minutes or more. This does not apply if there is a separate time limit sign on the HC space.
• In areas with residential zone parking.

Important information

• The permission is personal.
• It cannot be loaned or used by others.
• The person to whom the permit is issued must be in the car, either as a driver or passenger.
• The permit must be clearly visible in the windshield when the car is parked.

In Stavanger municipality, Stavanger Parkeringsselskap KF processes the application. We also process applications for Randaberg municipality. We evaluate the information in the application and the medical certificate to determine whether you need a parking permit.

After you have applied

• Once we have received your application, you will receive a confirmation.

• The processing time is normally up to two months if the application is complete.

• If we need more information, we ask you to submit it before we process your application further.

• If you are rejected, you can appeal. Information about appealing follows the decision.

• If you are granted permission, you can pick it up at our office or have it sent to you by mail if you wish.
