Stavanger municipality allocates new parking spaces through Kolumbus' car sharing scheme
In order to make car sharing more accessible to private individuals, companies and organizations, Stavanger municipality has opened up for all car sharing operators to apply for a free public parking space for car sharing. The municipality's ambition is for qualified car sharing operators to be able to offer their services through Kolumbus' planned open scheme for car sharing.
Kolumbus is launching its car sharing operator qualification scheme in June. A joint tendering process for landowners in North Jæren will facilitate a more efficient and predictable application process for car-sharing operators and help more operators gain a foothold in the region.
In order to increase the number of applicants and avoid duplication, Stavanger has partnered with Kolumbus to allocate the 37 announced parking spaces through Kolumbus' scheme. The scheme is structured as a dynamic purchasing scheme and operators can apply for qualification for the scheme from June. The first call-off is planned for August at the latest.
The municipality of Stavanger is stopping its planned process and is now entering into a partnership with Kolumbus. Kolumbus will then procure car-sharing services for Stavanger municipality's 37 parking spaces as a first call on a dynamic purchasing scheme that is now underway and will soon be announced. In purely practical terms, Kolumbus will enter into the agreements with the car sharing operators, while Stavanger Municipality only has an agreement with Kolumbus that Kolumbus can make car sharing services available in the 37 parking spaces that the municipality has set aside for car sharing. Kolumbus will also be responsible for following up on the car sharing operators and the service(s). Digital integration in the Kolumbus app may take some time, and the car sharing operators will therefore have to be able to offer the services through their own app in the first phase of the project. This assumes that the car sharing operators have their own app.
In terms of time, this will mean that calls can be made for Stavanger municipality's parking lots in mid-August, with a tender deadline at the end of August and contract signing in September. The start-up of the service will depend on the parking lots being ready to receive car sharing cars and the car sharing operator being ready to deliver cars (with associated app). That the car sharing operator is ready to deliver cars immediately after signing the contract can be required in the call-off, but such a requirement could conceivably limit the competition somewhat. Car sharing operators interested in such contracts must therefore apply to participate in the dynamic purchasing scheme (and be assessed as qualified) prior to the first call-off.
